5. What are the emission limits, operating limits and work practices standards for affected sources under this rule and how is compliance demonstrated?
Emission Limits
Organic HAP emissions from each existing, new or reconstructed affected source is limited to the following:

The above limits are based on the five subcategories that group similar operations and types of coatings. Several compliance options are allowed to achieve these emission limits:
- Option 1 is the compliant material option where the facility must demonstrate that the HAP content of each coating used is less than or equal to the applicable emissions limit and that each thinner and cleaning material used contains no organic HAP.
- Option 2 is the emission rate without add-on controls option where the facility must demonstrate, base on the coatings, thinners and cleaning materials used, that the rolling 12-month organic HAP emission rate is less than or equal to the applicable emissions limit.
- Option 3 is the emission rate with add-on control option where the facility must demonstrate, based on the emission capture and add-on control efficiencies achieved and the coatings, coatings, thinners and cleaning materials used, the the rolling 12-month average organic HAP emission rate is less than or equal to the applicable emissions limit.
Operating Limits
For affected sources, facilities must establish operating limits (such as flow rate, temperature, etc.) as part of the initial performance test of each capture system and control device. The operating limits are the minimum or maximum (as applicable) values achieved during the most recent performance test that demonstrated compliance with the emission limits. Operating limits will be site-specific and must be monitored by a continuous parameter monitoring system (CPMS).
Work Practice Standards
If the emission rate with add-on controls compliance option is used, facilities must develop and implement a work practice plan for minimizing organic HAP emissions from storage, mixing, material handling and waste handling operations. The plan must be available for inspection and must address specific practices and procedures for minimizing organic HAP emissions from the storage, mixing and conveying of coatings, thinners and cleaning materials used in , and waste materials generated by, the coating operations.
If a capture system and control device is used for compliance, the facility must develop a SSMP plan and operate accordingly during periods of SSM of the capture system and control device.
