4. What sources and not subject to this rule?
The wood building surface coating operations that are not subject to this rule include:
- Processes that are part of Plywood and Composite Wood Product Manufacturing MACT under Subpart DDDD,
- Surface coating operations subject to Wood Furniture Manufacturing MACT under Subpart JJ,
- Surface coating operations occurring during the manufacture of prefabricated homes and mobile/modular homes,
- Surface coating that occurs at research or laboratory facilities; janitorial, building, and facility construction or operations; hobby shops operated for personal purposes; non-commercial coating operations or coating applications using handheld non-refillable aerosol containers,
- Wood treatments or fire retardant operations that are located at wood building products sources that involve impregnating the wood product with the wood-treatment chemicals.
If an affected source with surface coating operations are subject to the requirements of another subpart that accounts for 95% of the total (annual) coating usage, then the affected source must follow emission limits and compliance requirements for that subpart.
