2. What facilities are subject to this rule?

The final rule applies to any new, reconstructed, or existing facility with wood building product surface coating operations that uses 1,100 gallons per year or more of coatings and that is a major source, located at a major source, or is part of a major source of emissions of hazardous air pollutants (HAP). The EPA defines a major source as any stationary source or group of stationary sources that emits any single HAP at a rate of 10 tons or more per year or any combination of HAP at a rate of 25 tons per year or more.

The wood building products source category is divided into five different subcategories. The EPA defines a wood building product as any product that contains more than 50% by weight of wood or weight of wood fibers (excluding the weight of any single glass component) and is used in the construction of a residential, commercial, or institutional building.

The doors, windows, and miscellaneous source category includes the application of coating to doors, finished doorskins, windows, door and window components such as millwork, moulding, or trim and other miscellaneous  wood building products (including, but not limited to, moulding and trim, shingles and shutters).

The flooring subcategory includes the application of coating to solid wood flooring, engineered wood flooring, or wood laminate flooring.

The interior wall paneling and tileboard subcategory includes the coating of interior wall paneling products. The tileboard is considered premium interior wall paneling product.

The other interior panels subcategory includes the coating of panels that are sold for uses other than interior wall paneling, such as coated particleboard, hardboard, and perforated panels.

The exterior siding and primed doorskins category includes the coating of lap or panel siding, trimboard, and primed doorskins. A doorskin that is coated with more than primer are included in the doors, windows, and miscellaneous source category.
