What is the purpose of this rule?
The Clean Air Act requires EPA to establish standards to control HAP emissions from source categories identified under section 112(c) of the Act. An initial source category list was published by EPA in 1992. This list identified Surface Coating of Wood Building Products as a source category because it contains major source of HAP emissions. This rule establishes National Emission Standards (NESHAP) for wood building products surface coating sources in order to reduce HAP emissions from major sources in this category. It is expected that approximately 63 percent of nationwide HAP emissions from facilities in this source category will be eliminated.
