Emission
Limits If the source uses the compliant materials option (Option 1),
they demonstrate continuous compliance if each coating meets the applicable emission
limit and they use no organic HAP-containing thinners and/or other additives,
or cleaning materials. If the source uses the emission rate without add-on controls
option (Option 2), they demonstrate continuous compliance if, for each 12-month
compliance period, the ratio of kg (lb) organic HAP emitted to liter (gal) coating
solids used is less than or equal to the applicable emission limit. They follow
the same procedures for calculating the initial compliance period. If the facility
uses a control device or devices (Option 3), continuous compliance has several
steps described in detail in the final rule.
