7. What are the general compliance requirements?

Each facility must meet each applicable emission limitation and work practice standard in the final rule at all times except during periods of startup, shutdown and malfunction. Each facility must also develop and implement a written startup, shutdown, and malfunction plan (SSMP) for the site remediation according to the provisions of 40 CFR 63.6(e)(3).

Each facility must also develop and implement a site-specific monitoring plan for each continuous monitoring system required by the final rule. The monitoring plan must address installation, location, performance and equipment specifications, and procedures for performance evaluations, operation and maintenance, data quality assurance, and recordkeeping and reporting.
