5. What can affected sources do to comply with the emission limits?
Process Vents
The standard allows for three compliance options for process vents. The first compliance option is to control the HAP emissions from the affected process vents to meet the emission limitations. The second compliance option is to determine whether or not the average total volatile organic HAP (VOHAP) concentration in the remediation material treated or managed by the process that is vented through the affected process vents is less than 10 parts per million by weight (ppmv). The third compliance option is for process vents that are already using air pollution controls to comply with another subpart under 40 CFR part 61 or 40 CFR part 63.
Remediation Material Management Units
The standard provides two compliance options that apply to all affected units.
The first compliance option is to control HAP emissions from the affected remediation material management unit according to the emission limitations in the final rule. The second compliance option is to determine the average total VOHAP concentration of the organic HAP listed in Table 1 of the final rule that is contained in the remediation material.
The final rule provides two other compliance options that apply to affected remediation material units that operate under special circumstances specified in the final rule. The first of these options is available for any unit that is subject to another subpart under 40 CFR part 61 or 63. With this option, the facility must control HAP emissions from the affected remediation material management unit in compliance with the standards specified. The other is option is available for any unit that is an open tank or surface impoundment and is used for a biological treatment process. With this option, the facility must demonstrate that the treatment process meets one of HAP biodegradation or removal levels specified in the final rule.
Equipment Tanks
The compliance option to control HAP emissions from equipment leaks from each equipment component that contains or contacts remediation material (having an applicable organic HAP concentration) is achieved by implementing a leak detection program and installing equipment.
