3. What is an affected source at facilities subject to this rule?
The final rule designates three types of affected sources subject to requirements under the final rule:
- Process vents,
- Remediation material management units, and
- Equipment leaks from pumps, valves and other ancillary equipment.
The affected source for process vents is the entire group of process vents associated with the in-situ and ex-situ remediation process used at the facility to destroy, degrade, transform, or immobilize hazardous substances in remediation material.
The affected source for remediation material management units is the entire group of tanks, surface impoundments, containers, oil-water separators and transfer systems used for the site remediation material.
The affected source for equipment leaks is the entire group of remediation equipment components that contain or contact remediation material having a concentration of HAP listed in Table 1 of the final rule equal to or greater than 10% by weight and are intended to operate for 300 hours or more during a calendar year.
