6. What can affected sources do to comply with the emission limits? 
The standard offers compliance flexibility by providing several cost effect options for emission control to reduce organic HAP emissions at existing and new affected sources. Sources may switch to coating materials with a lower air toxic content (low-HAP coating), install capture and control systems to reduce air toxics (solvent recovery system, thermal destruction or catalytic destruction), or use a combination of low-HAP coatings and control systems.
As an alternative to required emissions limits, existing and new affected sources using a thermal oxidizer to control organic HAP emissions may choose to operate the oxidizer such that an outlet HAP concentration of no greater than 20 parts per million by volume (ppmv) by compound on a dry basis is achieved. If 100 percent capture efficiency is achieved and this outlet concentration is achieved on a continuous basis, then the source will be deemed to be in compliance with the emission limit.
