3. What is an affected source at facilities subjected to this rule?

EPA defines an affected source as a stationary source, group of stationary sources, or part of a stationary source to which a specific NESHAP applies. For this paper and other web coating rule, the affected source is the collection of all web coating lines at a facility. A web coating line is any number of work stations of which one or more applies the coating material and includes any associated curing or drying equipment between an unwind or feed station and a rewind or cutting station.

Affiliated operations such as mixing or dissolving of coating ingredients prior to application; coating mixing for viscosity adjustments, color tint or additive blending, or pH adjustment; cleaning of coating lines and coating line parts; handling and storage of coatings and solvents; and conveyance and treatment of wastewater are part of the paper and other web coating source category but are not included with the affected source and have no source category requirements at this time. EPA was not able to identify emissions reductions for affiliated operations with available date and believed it would be inappropriate to include them in the affected source final rule.
