2. What facilities are subject to this rule?
The paper and other web coating source category includes any major source facility of air toxics engaged in the coating of paper, plastic, film, metallic foil, and other web surfaces. EPA has defined a web to be a continuous substrate (e.g., paper, plastic film, foil) that is capable of being rolled at any point during the coating process.
Paper and web coating processes can be described as processes that apply a uniform layer of material (coating) across essentially the entire length and/or width of a continuous substrate (web) to provide a covering, finish, or a functional/protective layer to a substrate, to saturate a substrate or to provide adhesion between two substrates for lamination. This definition serves to distinguish this source category form the printing and publishing source category, which can be described as processes that apply words, designs or pictures to a substrate. Web coating is done in the manufacture of some major products such as pressure sensitive tapes and labels, photographic film, industrial and decorative laminates, flexible vinyl products, flexible packaging, abrasive products and folding paperboard boxes.

Since this rule applies to major source facilities of HAP emissions that operate web coating lines, a web coating line at a major source would be subject to the standards without regard to the relative proportion of HAP emissions from the web coating line to total HAP emissions at the source. If a facility is a non-major (area) source, i.e., actual and potential annual emissions are less than 10 tons of any single HAP and less than 25 tons of all HAP combined, then the facility would not be subject to the rule. Major source facilities would be required to meet the emission limits for all web coating lines at that facility.
