1. What is the purpose of this rule? 
The Clean Air Act requires EPA to establish standards to control HAP emissions from source categories identified under section 112(c) of the Act. An initial source category list was published by EPA in 1992. This list identified Paper and Other Web Coating as a source category because it contains major source of HAP emissions. EPA estimated that there are over 400 existing paper and other web coating facilities with approximately 203 estimated to be major sources of HAP emissions. The purpose of this rule is to reduce HAP emissions from these major sources. It is expected that approximately 80 percent of nationwide HAP emissions from facilities in this source category will be eliminated..
