8. What are the options for meeting the emission limits?
The standard offers compliance flexibility by providing several cost effect options for emission control to reduce organic HAP emissions at existing and new affected sources. Sources must include all regulated materials used in the affected source when determining whether the organic HAP emission rate is equal to or less than the applicable emission limit in the table. The compliance options for each subcategory are listed below.
Web Coating and Printing – A facility may comply with one of the options below. Different options for different web coating/printing operations may be used at different times on the same web coating/printing operation, however, a facility may not use different compliance options on the same web coating/printing operation at the same time.
- Compliant Material Option – Demonstrate the organic HAP content, as purchased is less than or equal to the applicable emission limit.
- Emission Rate without Add-On Controls Option – Demonstrate that, based on the regulated materials applied in the operations, the organic HAP emission rate is less than or equal to the applicable organic HAP emission limit.
- Emission Rate with Add-On Controls Option – Demonstrate that, based on the regulated materials applied in the operations and the organic HAP emissions reductions achieved by emission capture systems and add-on controls, the organic HAP emission rate is less than or equal to the applicable organic HAP emission limit.
- Organic HAP Overall Control Emission Option – Demonstrate that, based on the organic HAP emission capture and add-on control efficiencies achieved, the organic HAP overall control efficiency is greater than or equal to the applicable organic HAP emission limit.
- Oxidizer Outlet Organic HAP Concentration Limit – If oxidizers are used to control organic HAP emissions, the oxidizer must be operated in so that the outlet organic HAP concentration is no greater than 20 ppmv (parts per million by volume) on a dry basis
Slashing – All facilities must use the Compliant Material Option to demonstrate that the mass fraction of organic HAP in each slashing material, as purchased for the slashing operation, is less than or equal to the applicable emission limit.
Dyeing and Finishing – A facility may comply with one of the options below. Different options for different dyeing/finishing operations at different times may be used on the same dyeing/finishing operation, however, a facility may not use different compliance options on the same web coating/printing operation at the same time.
- Compliant Material Option – Demonstrate the mass fraction of organic HAP content, as purchased, of each dyeing and finishing material applied in the dyeing and finishing operations is less than or equal to the applicable emission limit.
- Emission Rate without Add-On Controls Option – Demonstrate that, based on the dyeing and finishing materials applied in the operations, the organic HAP emission rate (calculated on a 12 month rolling average) for the dyeing operation, the organic emission rate for the finishing operation, or the combined organic HAP emission for the dyeing and finishing is less than or equal to the applicable organic HAP emission limit.
- Emission Rate with Add-On Controls Option – Demonstrate that, based on the dyeing and finishing materials applied in the operations and the organic HAP emissions reductions achieved by emission capture systems and add-on controls, the organic HAP emission rate (calculated on a 12 month rolling average) is less than or equal to the applicable organic HAP emission limit.
- Equivalent Emission Rate Option – Demonstrate that for the dyeing and finishing affected source, the fraction of organic HAP applied that is discharged to wastewater must be at least 90 percent. The wastewater must be discharged to a POTW or to secondary wastewater treatment. The total organic HAP emissions must be less than 10 tons per year. You must also meet the requirements of 63.4330.
