7.  What are some other standards for affected sources under this rule?

• Work Practice Standards

If a facility uses an emission capture system and add-on control device for compliance, the facility is required to implement a work practice plan to minimize HAP emissions.

• Operation during Startup, Shutdown, and Malfunction Plan

Facilities are also required to develop and operate a startup, shutdown, and malfunction plan (SSMP) during periods of startup, shutdown or malfunction of the capture system and add-on control device.

• General Provisions

The General Provisions (40 CFR part 63, part A) applies to all facilities as indicated in the final rule. These provisions codify certain procedures and criteria for all 40 CFR part 63 NESHAP. The general provisions contains administrative procedures, preconstruction review procedures for new sources, and procedures for conducting compliance related activities such as notifications, reporting and recordkeeping, performance testing and monitoring.
