3. What is an affected source at facilities subject to this rule?
EPA defines an affected source as any new, reconstructed, or existing facility that is a major source that engages in printing, coating, slashing, dyeing, or finishing of fabrics and other textiles. For this rule, the affected source is the collection of all equipment associated with the web coating and printing, the slashing, or the dyeing and finishing of textile substrates.
The web coating and printing subcategory equipment includes all items used in fabric and other textile web coating and printing operations. This category includes all equipment and containers used for storage, coating, cleaning, printing and thinning. It also includes structures and devices used for conveying and disposal of wastewater residuals.
The slashing subcategory includes all equipment used to apply and dry size on wrap yarn. This category also includes all containers, equipment, vessels or devices used for storage, mixing, conveying and disposal of slashing materials or waste materials used during the slashing operation.
The dyeing and finishing subcategory includes all equipment used to apply dyeing and finishing materials, fix dye to substrate, rinse textile substrate or to dry or cure the dyeing or finishing materials. This category also includes all containers, equipment, vessels or devices used for storage, mixing, conveying and disposal of dyeing and finishing materials or waste materials used during the dyeing and finishing operation.
