11.  What are the Continuous Compliance Provisions?

Web Coating and Printing Operations

If compliance is based on materials applied, continuous compliance will be demonstrated if for each compliance period the coating and printing materials used meet the applicable emission limit and only non-organic HAP thinning and cleaning materials are used; or the ratio of total mass of organic HAP to total mass of solids in coating and printing materials meets the applicable emission limit.

 

fabric operationsIf compliance is based on a capture system and add-on control device, other than the solvent recovery, the continuous parameter monitoring results will effect the compliance determination. If the results indicate no deviation from operating limits or no bypasses of the add-on control device, assume the capture system and add-on control device are achieving the same emission reductions as the one’s produced during the performance test when operating limits were established.

If compliance is based on organic HAP overall control emission (OCE) or the emission rate with add-on controls option the overall OCE would be applied to the total mass of organic HAP in regulated materials to determine the mass of organic HAP emissions from those operations.

If compliance is based on using a solvent recovery system and conduct a liquid-liquid material balance each compliance period, you must use the liquid-liquid material balance to determine the emission rate.

Slashing Operations

If compliance with the emission limits for slashing operations is based on the compliant material option continuous compliance will be demonstrated if the organic HAP content of each slashing material purchased meets the emission limits.

Dyeing and Finishing Operations

If compliance is based on compliant material applied, continuous compliance will be demonstrated if for each compliance period the organic HAP content of each dyeing and finishing material used meet the applicable emission limit; or the ratio of total mass of organic HAP to total mass of dyeing and finishing materials applied meets the applicable emission limit (emission rate without add-on controls option).dyeing

If compliance is based on the equivalent emission rate, the continuous compliance will be demonstrated for each 12 month compliance period if the facility operates within scenarios for which wastewater streams were characterized during the initial compliance period.

If compliance is based on a capture system and add-on control device, other than the solvent recovery, the continuous parameter monitoring results will effect the compliance determination.
