6. What Are the Continuous Compliance Requirements?
To demonstrate continuous compliance with the emission
limitations, a source must monitor and comply with the
applicable site-specific operating limits established
during the performance tests or fuel analysis. Upon detecting
an excursion or exceedance, the source must restore operation
of the unit to its normal or usual manner of operation
as soon as practical in accordance with good air pollution
control practices for minimizing emissions. The response
shall include minimizing the period of any startup, shutdown
or malfunction and taking any necessary corrective actions
to restore normal operation and prevent the likely recurrence
of the cause of an excursion or exceedance. Such actions
may include initial inspections and evaluation, recording
that operations returned to normal without operator action,
or any necessary follow-up actions to return operation
to below the work practice standard.
For boilers and process heaters that choose to comply
with any emission limit based on fuel analysis, you must
maintain monthly fuel records to demonstrate that the content
of fuel is maintained below the appropriate applicable
emission limit. If the source chooses to comply using emissions
averaging, they must demonstrate on a monthly basis that
mercury, metals, PM, and HCl emission limits can be met
over a 12-month period.
